1 It must be emphasized that in Canada's Westminster model of government, a large quantity of power is concentrated in the hands of cabinet ministers. They often delegate considerable power to deputy ministers and to regulatory agencies like the CRTC. In a democracy, those who have power must be held accountable. This requires, among other things, that citizens have sufficient information to evaluate the performance of those to whom they have delegated the authority to exercise power (see Priest and Stanbury, 1998). This study is an effort to provide such information.
