Immigration policy has literally changed the face of Canada into a multi-racial, multi-cultural nation-particularly outside Quebec. In effect, Canada's immigration policies create and reinforce diversity as a fact if not a virtue. A large number of TV channels permits catering to specialized tastes which flow naturally from diversity. In this sense, communications and immigration policies reinforce each other.
