Special interest groups may have vested interests in funding particular countries in spite of a lack of economic freedom. For example, a recent Vancouver Sun editorial recounted how aid dollars were used in a foreign country to ‘educate’ foreign engineers about Canada’s nuclear technology. Essentially, this activity was a marketing program for Candu reactors (Cassels 1999). See also Alesina et al.
