Tornell et al. (1999) offer additional support for this view. In their paper, the authors create an economic model of countries with powerful special interest groups and weak institutional structures. Their model predicts that windfall gains (such as foreign aid) will provide little benefit to this type of country due to the interaction of these groups. Their view is supported by the empirical evidence they present.
