It is not clear from the published work of the Panel whether they contacted the Charity Commission, though the Commission’s web site is mentioned (Ibid., p. 97 note 56). The Panel apparently did contact the National Council of Voluntary Organizations in England (Helping Canadians, xiii), which undoubtedly should have been aware of the CPA’s hearings on the Commission, and its past history.
