As discussed below, the consultation document did present the alternative of having a non-governmental body take up the role it eventually suggests for a voluntary sector commission, (Helping Canadians, pp. 43-44) but the option is not presented in a positive light, and subsequent strong voluntary sector support for the option was ignored.
