A number of individuals are due thanks for their participation, both direct and indirect, in this study. We would first like to thank Jock Finlayson of the Business Council of BC for writing the study's foreword as well as reviewing a number of sections. This study is very much a compilation and application of previous work completed by various Fraser Institute researchers. It is, therefore, important to recognize those researchers. Specifically, we would like to acknowledge the research completed by Claudia Hepburn (education), Cynthia Ramsay, Dr. William McArthur, Michael Walker, and Martin Zelder (health care), Joel Emes and Chris Shafer (welfare), Owen Lippert (privatization), and Fazil Mihlar (regulation and labour markets).
